One way California is helping is by implementing Senate bill 1383. This bill may be difficult to enforce, but if we can do it, it will mean a better future for Californians.
SB-1383 aims to achieve a 50% reduction of organic waste from the 2014 level by 2020. It would also require a 75% reduction by 2025. CalRecycle would get regulatory authority to make sure we achieve those targets on time. It also gives them the authority to establish an additional target to recover 20% or more of currently disposed of edible food for human consumption by 2025. The timeline for achieving these goals looks like this:
To make sure our community can achieve the goals set by the bill, we have to make some changes. Jurisdiction should start planning as soon as possible to meet the requirements if they haven't already started. Large food waste generators need to connect with food recovery programs, so we can save food from the landfill. Additionally, to account for food that will inevitably have to be thrown away, we need to increase our capacity to properly process/compost/recycle this material. From the legal side, we will need to change rates to fund the actions needed, pass new ordinances for mandatory recycling enforcement, and make changes in existing franchise agreements. And of course, we need to educate generators and processors. It would also be necessary to make changes in hauler permits and training/education. SB-1383 would significantly improve the lives of Californians. It would help save perfectly healthy food from the landfill and redirect it to people who could use it. It also happens to be one of the most cost effective ways that every person can reduce their greenhouse gas footprint. The implementation of SB-1383 will heal and reduce our impact on our environment and feed hungry Californians, effectively creating a better future for everyone.
